Circular Logic

Arguments the one presented here always seem so circular to me:
There could be never an end to what they define as "terrorism" as long as the West, particularly the US, ignores the truth that an accumulation of their policies and approaches are at the roots of the phenomenon.

Using this same reasoning, couldn't you just as rightly say something like this?
There could be never an end to what they define as the "war on terror" as long as these terrorist groups, particularly Al Qaeda, ignores the truth that an accumulation of their terrorist attacks are at the roots of the phenomenon.
