What would we do without crime experts?

"According to crime experts, Sobhraj’s criminal history represents a waste of his talents..."

I understand the point that they are trying to make here, but really, are there some criminals about which these experts would say "Yeah, we think that, with his talents, a life of crime was clearly the right decision for him".
