Dubai Pedestrian bridge plan

This plan to improve conditions for pedestrians seems like a really great idea, so I hate to say anything bad about it. But I can't stop myself.

Isn't the claim that this will reduce fatalities by 40% weirdly specific? How in the world can you possibly know that? If it was phrased something like "hope to reduce fatalities by as much as 40%", that would be one thing. But no, it is "it ... will cut fatalities by 40 per cent".

And how can you possibly announce this and then be "unable to provide any details of where the bridges will be located".

And last, why isn't this described as a "scheme"?)
